How to enable the Velodoc Add-In after it has been disabled

I have installed Velodoc Add In as Admin and was working fine uptill today. Now when I login as Admin and go to New Message there is no Add In.
I received no error/ warning mesages related to velodoc Add In.
But if I log on same machine as limited account user I am able to access the Add In.
Have you come across any such scenario?

I will try to uninstall and reinstall again. But before  I uninstall I could like to know if I can bring it up.
I have checked folders of  installations, they are intact no changes, there is nothing in debug view trace..

This is because for whatever reason, Outlook/VSTO has disabled the add-in for the Admin user.
This can happen if you kill the Outlook process. You do not need to uninstall.
To restore the addin, check Help -> Disabled Items or Tools -> Trust Center ->  Add-Ins

I tried reinstall but no luck. I am able to launch Memba Transfer Controller from Start--> All Programs--> Memba Transfer Controller.

I am sending the screen shot of the same in RentACoder.

You will not get anything in DebugView because the add-in does not load.
A screenshot of a messag einspector does not help either.
Have you looked into the trust center and disabled items as advised?
